In the wake of last weekend’s mass shooting at a grocery store in Buffalo, President Joe Biden and the Democrats are reviving a bill to crack down on domestic terrorism. But that legislation would strengthen the agencies that have long targeted surveillance and policing on Muslim communities, and that are known to have white supremacists among their ranks.
